From the Bologna Declaration of June 1999 to the budgetary contraction measures of the years 2010 and 2020, higher education and research have spent some twenty years grappling with a far-reaching, neoliberal-inspired counter-reform. Students and staff rallied to resist these reforms, but often in a fragmented way. The experience of the struggles waged since 2007 shows the role that unionism could play in attempting to overcome the fragmentation within this professional sphere.
