Through the analysis of NGO involvement in the national housing subsidies program implemented in Ecuador between 1998 and 2006, this article aims to identify mechanisms of exploitation by the funder, both of the terms “participation” and “civil society”, and of the actors to which these terms refer. It offers a way to reflect on the potential margins for manoeuvre that are offered to stakeholders by the confrontation of discourse with the real.
