Cultural policies are the source of disenchantment because of their inability to democratize access to performing arts given that cultural standardization is impossible. Assessing the efficiency of cultural policies with quantitative criteria has some limits because missions that are not easily compatible are combined. However, creative exchanges between artists and spectators should justify public support.
