In recent years, several powers seem to have made the enhancement of combatants’ physical and psycho-cerebral capacities a strong focus of their strategic research. In this respect, democracies today appear to be under pressure. While global technological competition obliges them not to disregard the enhanced soldier, to avoid any potential setback they cannot at the same time ignore their responsibilities, in particular ethical ones. Faced with the many debates that have emerged, several states have already embarked on reflections about the limitation and regulation of super soldiers. However, it seems that these initiatives are not only limited but, above all, are relatively unequal. So how should we approach the strategic phenomenon of the enhanced soldier? More specifically, what are the challenges democratic countries face with respect to the issue of military enhancement?
