The “neighborhood watch” system establishes surveillance networks within neighborhoods in order to prevent burglaries. This article seeks to question how this mass phenomenon relates to social cohesion. We make the assumption that there is an inversion of the relationship between social cohesion and social control. Thus, the organization of collective surveillance is supposed to recreate local communities where they no longer exist.
