Europe has no desire for a “pax Sovietica” or a “pax Americana,” any more than it wishes to be subjected to a Soviet-American condominium. It refuses to get trapped in dilemmas, which in American political jargon are regarded as “linkage” or “decoupling”—the author gives numerous examples of linking problems or dissociating them. Europe wants to overcome these false dilemmas and real problems through an attitude of cooperation that does not exclude firmness and that rejects the transformation of former antagonists into partners and of allies into antagonists.
