The abstract analysis of poverty as presented in the speech of the international organizations (more particularly the World Bank) shows itself compatible with the policies of these same organizations. The assertion of the multidimensional character of the poverty allows to relegate to the background the question of the income and to avoid an analysis of its structural causes. The used discursive mechanisms are introduction of new terms with technical sense (governance, stakeholders) and redefining existing concepts (development, social welfare). The strategy of reduction of the poverty so defined appears as a consensual subject, what allows the World Bank to escape a critical evaluation of its compulsory policies.
