The implementation of the Public Action 2022 programme highlights the redefinition of social protection and of the State’s relations with users, through the dematerialisation of public services. A recomposition of discretionary power is taking place with the push for complete digitisation of public services. Social work agents see their discretionary power caught between big data and the platformisation of public services. For social work officials, what is the effect of this platformisation and big data on their ability to act, their control practices and their decision making ? The draft government programme Public Action 2022 provides an opportunity to explore the answers to these questions and to analyse the current place of the user, the notions of digital challenges and the gradual shift in the notion of “risk”.
