                <summary type="html"><![CDATA[<p>By their scale and volatility, and even if their application has
been temporarily limited, the Trump administration’s announcements
have begun to destabilize the global economy. Indeed, in addition
to tariffs, budgetary, judicial, migration and foreign policy
decisions, which introduce sudden and, in some cases, unexpected
ruptures, have considerably increased the level of uncertainty in
the economic, financial and geopolitical spheres.</p>
<p>Impacting primarily the most vulnerable countries, or those
least integrated into world trade, by increasing their debt burden,
this high level of uncertainty could also lead to a slowdown in
activity. The combination of higher financing costs and declining
growth is likely to profoundly unbalance sovereign indebtedness, as
well as markets, which are at historically high levels.</p>
<p>For the most fragile countries, these challenges come on top of
declining official development assistance (ODA) and, for some of
them, doubts about the sustainability of diaspora revenues.</p>

                <summary type="html"><![CDATA[<p>Cuba’s economic model, characterized by low productivity and a
lack of diversification, is no longer sustainable. The country is
facing an economic, social, and energy crisis that rivals the
aftermath of the collapse of the USSR in 1991. A series of shocks
have contributed to this crisis, including the 2019 collapse of
Venezuela (Cuba’s key energy partner), the COVID-19 pandemic in
2020 (which devastated tourism, exports of medical services, and
remittances), and the war in Ukraine in 2022 (which raised the cost
of imported raw materials), all of which have rendered the country
increasingly vulnerable both internally and externally. As its main
foreign exchange inflows dry up, Cuba is struggling to finance its
current account deficit. The country, subjected to a regime of
commercial and financial sanctions by the United States, which had
already been tightened during Donald Trump’s first presidency
(2017–2021), is undergoing a new crackdown. Trump’s second term
will likely result in a regime of maximum pressure on the island,
with initial measures already adopted (ban on remittance transfers
to the island through Western Union, re-listing as a state sponsor
of terrorism, elimination of the CHNV humanitarian parole program).
The steep decline in real wages—driven by the depreciation of the
Cuban peso and the rising cost of basic goods—is deepening the
country’s poverty. In the absence of monitoring and statistical
coverage by the International Monetary Fund (IMF), the Economist
Intelligence Unit (EIU) has revised its economic growth projections
for 2024, now estimating a new contraction of 2% in real GDP
(compared to a growth projection of +1.2% in October 2024). For
2025, EIU projects growth of 0.9%, while Fitch anticipates a new
year of recession (-3.5%). Cuba’s primarily state-run economy
suffers from deep structural inefficiencies, mainly due to
regulatory constraints and the weight of government transfers to
the public sector, which distort prices. Additionally, US trade and
financial sanctions greatly complicate i) the supply of consumer
and capital goods, ii) access to external financing, and iii) the
free circulation of financial flows (remittance inflows to the
island), and iv) they erode investor confidence and harm the
business environment. In response, the Cuban government’s reforms
have been slow and insufficient.</p>

                <summary type="html"><![CDATA[<p>Despite a robust institutional framework and a broadly sound
policy mix, Colombia’s economic model is running out of steam. For
over a decade, since the end of the commodities supercycle,growth
has been trending downward and socioeconomic indicators have
stagnated, signs that the economy is stuck in the middle-income
trap. This stagnation has exposed structural problems relating to
productivity and underinvestment. More importantly, questions
remain about the sustainability of the Colombian economic model in
the medium-to-long term. Dependence on fossil fuels remains high,
and given the impending depletion of the country’s reserves (around
seven years’ supply of oil and gas remains), the need to diversify
the economy, and the fight against climate change, a paradigm shift
is needed.Although Gustavo Petro’s government has announces a move
away from fossil fuels and a reindustrialization plan, no real
diversification seems yet to be underway.The economy is also
constrained by public finances pressures. Colombia lost its
investment grade status in 2021, and despite a strengthened fiscal
rule, it is struggling to reestablish its fiscal credibility in the
eyes of investors.The doubly challenging context of a faltering
economic model and constrained public finances calls for
far-reaching changes. The energy transition offers a genuine
opportunity to transform the economy and address the former
problem. But the authorities’ capacity to implement the various
strategies that have been set out, in particular a recent energy
transition roadmap, remains to be proven, especially given the
difficult political (absence of consensus) and security (failure of
the Total Peace policy) context. Restoring fiscal credibility will
also be crucial to establish a favorable environment for private
investment, which is needed as the main driver of a new,
sustainable economic model.</p>

                <summary type="html"><![CDATA[<p>Following three decades of strong growth (7% on average) which
enabled the country to eradicate extreme poverty and reach
middle-income status, Vietnam continues to offer highly attractive
prospects. Socio-political stability, a cautious policy mix,
continually high economic growth, and the size of the domestic
market of 100&#160;million inhabitants are all major assets.
Vietnam also benefits from a limited public debt ratio. Finally,
the economy will continue to build on its strong integration into
international trade, where recent upheavals (reconfiguration of
value chains related to the Covid-19 crisis and the US-China trade
war) have largely benefited Vietnam.</p>
