The function of the expert in situations of ecological emergency
If, traditionally, emergency redefines the distribution of powers to the benefit of the executive, ecological emergency also seems to increase the expert’s power. This is the thesis defended here: experts have a normative function in situations of ecological emergency, a function that must therefore be regulated by law. The controversies surrounding plant protection products will serve to illustrate this argument.
