National resilience when faced with a long-term major or hybrid conflict is becoming a strategic priority. It will involve mobilisation of all society, including reinforcement of infrastructure, cyber security and health facilities. This paradigm shift demands major investment and the sustainable ability to adapt to multiple threats.
