The debate on the flying of the Palestinian flag over French city halls has drawn attention to the international activities of sub-state entities, both public and private. States are increasingly recognizing such activity and integrating it into the creation and implementation of their foreign policy. Research is ongoing into this “paradiplomacy”, but it seems to have a particular character in France, which despite undeniable developments remains a highly centralized state.
