The multilateral system, and in particular the UN, which stands at the heart of it, seems to be under attack from all sides: Security Council resolutions are being blocked by great powers, there are disputes with the United States, and institutions and agreements (on trade and disarmament, for example) are being dismantled. Despite this damaging impression, it continues to operate and to enjoy the support of the vast majority of states. Yet, if it is to be preserved, in the interests of the states themselves and their citizens, reform is unavoidable.
