Le triomphe-éclair de 1940 désarçonna Adolf Hitler. Car, une fois la défaite de la France consommée, il n’avait planifié aucune stratégie. Il « ne sait pas encore clairement s’il veut agir contre l’Angleterre. Croit que l’Empire doit être préservé, si c’est possible. Car s’il se déchire, ce n’est pas nous qui le récupérerons, mais des puissances ennemies, voire hostiles. Mais si l’Angleterre ne le veut pas autrement, il faudra alors l’abattre. Le Führer approuverait cependant une paix reposant sur la base suivante : retrait d’Europe, restitution des colonies et des mandats, dédommagement pour ce qu’on nous a volé après la guerre mondiale », note Joseph Goebbels. Bref, l’incertitude la plus absolue régnait. Hitler explora alors les trois options qui se présentaient. Le 19 juillet 1940, il proposa à la Grande-Bretagne de conclure la paix – offre que Londres rejeta aussitôt. Pour étrangler le commerce britannique, il poursuivit par ailleurs le blocus, assuré par des mines posées à partir de novembre 1939. Mais cet effort, à supposer qu’il réussisse, ne porterait qu’après de longs mois. Aussi privilégia-t-il la troisième option : un débarquement sur les côtes anglaises. Le 2 juillet, la Wehrmacht fut officiellement avisée de cette décision et s’attela le 16 à préparer l’opération Otarie (Seelöwe). Neuf divisions débarqueraient entre Ramsgate et Brighton tandis qu’une division aéroportée serait larguée près de Londres.
Pour les Britanniques, ce plan présentait un risque mortel : début juin, ils n’alignaient, pour se défendre, que quinze divisions d’infanterie et une division blindée qui, épuisées, ne disposaient que de la moitié de leurs effectifs, du sixième de leur artillerie et de 463 char…
